I picked up some generic watercolor pencils from Michael's to do a faceup, but on the package it says they can be used either wet or dry. Which way would work better, working with the pencils without water or with?

Well, if you're using it on resin it should work fine dry. If it's on vinyl....I have no experience with that one.

I use them both ways when I do faceups. But mostly dry.
dry for eyebrows then I might go over it with some water on a paintbrush let that dry then with the pencil again. I'll use it dry for lashes and eyeliner. And then moles dry as well.

What thisstrangeforest said :). I usually use them (on vinyl btw) dry and sometimes go over it with some water for a softer look.

Usualy the sealer will soften the pencils, you can use a wet sponge or tisue and tap lightly to soften them. Watercolor pencil tend to look softer on vynil dolls when I paint them :I but it´s harder it usualy takes two or three layers of sealant then the pencils work great :)
