So, who/what exactly is Luc and how does he relate to the other dolls?

Persea looks really shocked/frightened in the first few pics there.

Luc is, in story, Mizuki's traveling companion that she saved from the brink of death. Luc, here, has nothing but respect for Mizuki and just loves antagonizing Gabriel into believing he's going to try and steal Mizuki away. lol He's also kinda a ladies man. He's tried hitting on Xalez while bodiless and was kicked across the room.

Has developed a thing for Jess now...

I gave them new names. Henceforth they shall be interchangeably known as Pectorius and Chesticulus. *giggle-snort* I really need sleep...
