They're brand new, as in just released within the last couple weeks. Some stores don't have them yet, and the ones that do are getting picked clean pretty quickly. Also, I know my local Walmart didn't keep them with the other blind bags/boxes. They were several aisles down, on the bottom shelf. Check every toy aisle. They're beside the pink and blue 5 Surprise balls. My store actually didn't have them the first time I looked because they didn't have them in yet. Also, you can try checking online to see if your nearest store has them in stock and buying some online to pickup at the store. Also, random tip, but try going at night, when they're stocking. You're more likely to run into the person who stocks the toy department and can ask if they have them or can point you to where they are. It never hurts to ask, after all.
