Do you have to use something before you start like Mr. Super Clean or Decal Medium? Or can you just use water? I'm aware it might not seal as well or whatever if you use water instead of the professional stuff, but I'm just wondering if you
can do it.

i think putting sealer on before the decals may be a good way to go, if for nothing else to make them easier to remove later on.
i'm not sure about applying them. are they like temporary tattoos?

Yes, and yes. First use mr. Super clear, also you should get the decal medium and fixative, Junkyspot sells them. Make sure you watch the tutorials, because they work in a non-intuitive way. Then coat the decals with brush on gloss for that nice moist eye look. You will want the gloss on the lips too, anyway.
