I tried to read the page but i dont understand a one off lottery. I guess it means if you win, you pay for one and get a second one free?

No it just means if you win, you pay for that one and that one only.

So, basically you enter a lottery to see if you are allowed to by a doll? Like, a one-of-a-kind doll or something? Do they mean one-of? I'm just very confused.
