Sorry, she's not, but I am sure you could put together one of your own. It's an outfit from the 6" Sailor Moon dolls, the body is an 11cm Obitsu from Junkyspot, and the head is from a capsule toy. Probably the hardest thing to find for a decent price is going to be the outfit... Sailor Moon dolls go for ridiculous prices on ebay.

I only saw one Rini doll in a set of three dolls for too much, but there are plenty of the other 6" ones and you could easily do Sailor Moon herself!
