I feel pretty lost about the head though. I have no idea what to look for, or what would look alright on the body. Would any Hot Toys head with a similar neck fit? Is there a line of heads to choose from? Maybe I should try to paint the Neo-Guy head? I have a feeling I won't be so good at that, haha. ^^
<----Well, considering you're going to have to repaint pretty much anyone you get, I'd say repainting the Neo-guy head might work okay.
If not, try searching "Kumik 1/6 heads" and "Hot Toys 1/6 heads", you'll get a wide diversity of characters. Unfortunately the only remotely "anime" looking head I've seen is "Resident Evil Leon S Kennedy", but he's kind of a pretty boy...I have no idea what your character looks like so I can't really go recommending a head. I think the Neo-Guy might fit though. If you want to get him on sale on the Volks USA website when they reopen, he may be worth a try. If you buy the eye-hole one you can paint it yourself or send the head (and the neck joint or another piece for skin-tone matching) to a faceup artist.
The Comparison Picture- Yeah, like I said, I just wouldn't take it as ABSOLUTE fact since there can be subtle distortion even when they're all in the same picture, the camera may subtly lean this way or that way, but it seems like a decent representation of them. He's not going to TOWER, but he's definitely bigger and bulkier than most!!
Oh yeah, my fox boy is a definite hybrid, ^^ I just meant he didn't have an animal head like how most people imagine "furry" anthros. So it's good I don't have to make a muzzle, but that would be cool to see on a custom doll. ^^ I've got a lot of characters I'm making into dolls that are animal hybrids, but none of them have an animal head. I still need to get a lot of supplies and heads for them, but I'd love to share them when they are done. ^^
<----Like I mentioned, I have a lot of the same types of characters so I immediately knew what you were talking about. I personally like this "style" of furry best. Some people can draw adorable muzzled characters. I am not one of them.
You mentioned epoxie clay for the chest...is that what people use to add parts onto their dolls? And the clay parts, do they match well when you paint on them? Does the clay stay on well, or fall off easily? I must sound like an idiot, but sometimes I need a lot of help remembering or figuring out things. I have really bad chemo-brain.
I might try it for my sister's MH doll. She sanded down the chest (without a candle) and she wasn't happy about the shape. She thought it still looked like boobs because it was so round at the bottom where the boobs meet the ribs. She sanded it until it made a little hole in it, and I'm hoping epoxie can fix it. I don't want her to be sad about her doll. I thought I might be able to fill in the hole, add epoxie under the boob so it won't have so much of a valley, then shape it to look more like pecs.

To answer your question, yes, epoxie clay is what most custom artists use to add parts onto their dolls. The clay parts, once you paint the entire body (the body does have to be paint matched, or else repainted all over, but people manage this pretty easily) over the clay it should be indistinguishable that it's clay in some parts and plastic in others! I would recommend:
Aves Fixit Sculpt- This has a four hour drying time as opposed to regular Aves epoxie or Miliput, which both give you around an hour. It also handles much sharper edges. (It's a favourite for those of us that customize action figures because of how well it holds tiny, sharp edges.) The stuff dries hard as a rock and can be sanded and smoothed down beautifully. (Remember to wear a mask though since the dust is harmful, just like plastic/resin/etc dust.)
For your sister's MH doll, if you want to supply a picture of it I could give some more in depth pointers. Most likely you'll want to sand down the chest some more until there's going to be two decent sized holes (don't be scared, these will be covered over), and make sure the chest is completely flat from a side view. Then take a nice dollop of the premixed epoxie clay and mold and shape it to the chest, making your desired shape. Try and smooth the edges out the best you can and "blend" the edges slowly into the plastic. This will help to create a smooth, unbroken line when you go to sand and polish it off. Then I would use a brand like Testors Model Acrylics (or if you have another artist grade acrylic already on hand) and just buy the colours you think you'll need to mix and make the various doll colours, and paint! You CAN use craft grade acrylic on the bodies but it's often an exhausting, annoying process.
As for clothing, type in "Hot Toys 1/6 clothing" and a bunch of stuff pops up!
I have NO IDEA how your character dresses, but some of the stuff is nice and cheap. Here's an entire outfit for only $16!
