Which Obitsu 'Soft Bust' chest sizes are equal? (23 & 25cm)

Which Obitsu '23cm Soft Bust' chest size (small, medium or large) is equivalent to a '25cm Soft Bust' small sized chest? I want to make the Super Mario characters Princess Peach, Daisy, and Rosalina. Since they are short looking, I thought I might need to skip the 27cm and use a 25cm for Rosalina, and 23cm for Peach and Daisy. Their bust sizes aren't very big at all so I thought I'd get the 'small' sized bust for the 25cm, but I'm not sure what the 23cm equivalent is. Does anyone have 25 and 23cm dolls to compare? I want their bust sizes to look the same, but I don't know what size to order the 23cm busts in...Or do you think I should go ahead and get a 27cm for Rosalina and 25cm for Peach and Daisy?

Hello Samseramsamsam, and thank you. But I need comparisons of a 25cm Small bust next to the 23cm girls so I can see which 23cm bust size is equal to the 25cm Small bust. Thank you very much for your help though. ^^
