Okay, confusing subject but I have been re-reading Death Note and think L would be a cool character to join my 1/6 scale world and ... I have no idea where to begin on making the head. Does anyone have any advice for this type of thing?

You can root a blank Volks or NDR anime 1/6 head or Volks still sells some prerooted here:

If you want an 'eyehole' head, you might try the Parabox "kay", but they're feminine anime style:
