Talked to Fairyland's English customer support, and they are sold out and indeed do have a licensing issue which prevents them from making more.
As for customizing one....let me see if I can explain myself adequately here. The girl you linked me to, she used a basic "Osiris" doll from the "Immortality of Soul" company. There was some controversy over this doll because...well...they copied Sebastian down to almost the tiniest detail:

There was a bit of controversy when "Ringdolls" did an obvious Grell Sutcliffe copy as well.

Grell:
http://media.tumblr.com/tumblr_mdqr6paBV31r1mupf.jpgThe Osiris doll itself doesn't appeal to me. It has the typical BJD face that lends itself to quasi-realism. The reason I fell in love with Fairyland's doll was the same reason many BJD owners complained about it: It has a rather anime look about it. I'm quite happy with my 1/6 scale fully sanctioned Sebastian actually, but Fairyland's doll held a unique appeal for me.
I liked it enough to want to buy out of my "comfort zone" (i.e. 1/6 or smaller).
So it was sort of a "Fairyland or Bust" type deal for me. I have no interest in customizing a 1/3 size doll, especially when it's not the doll I really wanted to begin with...
Am I making sense?
I'm sick as a dog and having a hard time seeing the screen and compiling my thoughts into something resembling a coherent sentence.
