OH! Mary! You have a Doll Leaves? How's the head range on yours? I can make my head turn to the side, but I can't tilt it side to side, nor back to front. It just twists and turns around the neck, but there's no tilting at all.
See if you can find someone with a spare Luts neck piece. We use them in all our dollies that have poor range of motion in their heads and it has solved the problem every time. Here's a link to them:
