Normal Obitsu joints move fairly freely although there is some resistance. The other joints of your doll are probably performing normally. This one joint being stiff (immovable) and snapping easily sounds like the joint may have already been broken and repaired with super glue. While super glue is the adhesive of choice for many Obitsu repairs, the normal thin version of super glue is insidious when it comes to creeping in to places where you don't want it. (Been there, done that, trying not to do it again.) During the repair, capillary action may have pulled some glue into the joint and actually glued it in place. So when you went to flex the joint, it had no choice but to snap. The previous owner may not have known that repair parts are available and/or didn't want to bother with a repair. In any case, for what you paid it sounds like you still got a deal.
