You could also consider making or buying a wig.

here. Wig caps are a little tricky to sew in the 1/6 scale size, but with patience it can be done. I find that thinking about the shape of a baseball cut in half helps with designing the pattern for a fabric wig cap. There is also a method using glue to make a form fitting wig cap. Once you have a wig cap, you can attach pre-wefted fibers(they are like a long ribbon with hair coming off, and you just sew or glue down the ribbon) or you can sew on individual strands of hair as if you were rooting.
