It's definitely not Sakura, and I haven't seen the anime in ages, but I don't think there were any blonde characters - they nearly all had brown or black hair, if I remember correctly. Are they the same brand? Very weird if that's so - Syaoran looks fairly accurate, but "Sakura" looks completely different - even her features look off from the show's style.

No idea, I can't find any info on her. I've never seen the dolls here either from Tokyo Mew Mew, though they really screwed up the series.
