Or, how to remove that white crap off my Bobobie doll!

Actually Bobobie isn't the only brand that may arrive at your door with a white residue on it, but it's the one best known for it (on their darker colored resins in particular). My personal method of removal is to take a Mr. Clean Magic Eraser, destring the doll, and under running water scrub each piece clean. It will take some scrubbing, but it will be well worth it when you have the clean doll as a result. The Mr. Clean will not damage the resin - however if the doll has a faceup you will not want to use the Mr. Clean over the painted areas or you will remove the paint.
