The head definitely looks to be a Volks sister Mayu, the body is obviously a Mini Dollfie Dreams 3, the dress at least is Amors brand.

As for who she might be I'm leaning towards a home assembled Arle Nadja, especially because of the wig.

So far she's welcome to stay here as I don't have a bigger Volks. I need to dig out my other wigs and have her try them on. Going to look at some fabric while I'm out, not much magic girl stuff in the stash, or I might use the blank handkerchiefs I bought to decorate and make something, especially with a boarder print.

Honestly, y'all, keep your eyes peeled at the thrift stores. I only saw her arm in the collectors case and was ready to put her on the credit card but the people running that shop are clueless.
