It's a Femisapien, which is a really cute little robot toy. Cheap enough on amazon now that you could do that. The doll head and hands would cost more than the robot.

It's not a Femisapien. I don't know if this could be done with a Femisapien. They are at least partially controlled by the head. Hmmm...but at this price I'd consider taking one apart.

I'd be willing to bet, based on the movement and the legs. that the dancing doll has Femisapien guts. This is not to say it's not kewl, but why reinvent a wheel when you can take something apart?
