Action figure scale question

Would a 4.5" figure be considered in the 5" or 1/12 range?

I'm thinking about making some friends for my 90's Playmates Star Trek people and I want to know what scale they'd be considered so I can do the math.

A 4 1/2 inch figure would be smaller than 1:12 scale for an adult. A 4.5 inch figure would only be four and a half feet tall in 1:12 scale.

You would probably have to go somewhere around 1:15 or 1:16, neither of which would be perfect. When you get down below 6 inches for a figure, the scales start to get really screwy.
